Installation of cartopy on python versions beyond 3.7

If running python greater than v3.7, cartopy failes to install. In the interim it will be necessary to run waveval in a conda environment, or install python 3.7 to use these tool.

Need to check whether cartopy is still being maintained, if not will need to look for alternate package to support mapping functions.
