Bin dir, CI build fixes
- Moves all Bash/Python/Perl scripts to
./bin - Applies fixes to Peddy check from !7 (merged)
- Applies script cleanups from !5 (merged)
- Fixes the CI build
- Docker image as per tests/Dockerfile
- Introduces stubs for CI testing
